Militants procuring arms from Chinese border

New Delhi, Apr 29: There are reports that various insurgent groups operating in the country's North Eastern region procure arms and sophisticated weapons from Sino-Myanmar border towns and South-East Asia, Rajya Sabha was informed today.

Minister of State for Home Kiren Rijiju, however, said no direct Chinese involvement has been reported in insurgent activities in the region.

"The activities of such underground militant or insurgent groups are kept under close vigil. In order to counter unlawful activities of these groups, the Central Government is supplementing efforts of the state governments through various measures. These include deployment of additional central security forces for carrying out intensive counter insurgency operations and providing security for vulnerable installations and projects, effective guarding of international borders by the border etc," he replied to a written question. Chombey asks officers to become pro-active

NAHARLAGUN, Apr 29: Sonam Chombey, who has taken over the charge of IPR and Printing Departments from Dani Sulu recently, has called upon officers of the two departments to become pro-active by innovating new ideas and schemes to enhance their activities.  He was interacting with the officers of the two departments in his office in presence of Parliamentary Secretary Bamang Felix  today.

The new Secretary of the department maintained that IPR has a mandate to carry the message of the initiatives of the government especially to the grass-roots levels so that fruits of development reach the real beneficiaries. He advised the officers to be innovative and creative by updating the ideas and practices.

While hearing the views of the departmental officers, the Secretary assured them to extend all possible support for revamping their activities.   

The Parliamentary Secretary Bamang Felix expressed the hope that the department would be able to boost their activities with the joining of Chombey as Secretary. DIPR

 

Encroachment in Itafort area alleged

ITANAGAR, Apr 29: Arunachal Pradesh Youth Voluntary Activities (APYVA) has lodged a complaint with Chief Secretary against Talo Potom, CEO cum Additional District Magistrate alleging him of abusing power and encroachment of Itafort Monument protected area at Itanagar.

In its complaint letter to CS, the APYVA demanded immediate cancellation of land allotment order issued in favour of Potom within the vicinity of protected monument area vide land allotment order No. LRB-092118/95, dated 28/12/2010, judicial enquiry into alleged illegal land encroachment and eviction of illegal structure within the protected monument area of Itafort. Alleging misuse of power and position, the organization also demanded his suspension.

Referring to a Govt notification, the organization further said that the CEO- cum-ADM has no right to use the blue light with flasher on top of the vehicle.

 

Students seeks road

ITANAGAR, Apr 29: The All Kurung Kumey District Students' Union (AKKDSU) and All East Kameng District Students Union (AEKDSU) have jointly written to Chief Engineer Western Zone, PWD seeking early construction of road between Chayangtajo and Nyapin via Phassang.

“This stretch of inter-district road if constructed will immensely benefit the commuters of both the district. Due to inordinate delay in construction of the said road project, the people of two districts are forced to use Assam route. This is utter wastage of time and money,” the two unions added. They fervently appealed for early start of work for the benefit of the people of two districts.

 

Students cry for stipend

ITANAGAR, Apr 29: All Arunachal Students’ Union of Karnataka (AASUK) has strongly appealed to the Govt. of Arunachal for releasing students’ stipend immediately.

According to an AASUK release, more than 50 percent of the students studying in Karnataka are not getting their stipend regularly.

Claiming that the rate of stipend being paid to the students of Arunachal Pradesh is very low as compared to other Northeastern states, AASUK appealed to the State Government, particularly Education Minister and Director of Higher and Technical Education to look into the grievances of the students on priority.

“Most of the students pursuing education in Karnataka are from poor economic background and they are mainly dependent on their stipend to meet some basic needs and the travelling expenses, said the students union.

Centre offers officers to North-East

NEW DELHI, Apr 29 : The Centre has offered to send its officers on deputation to north eastern states to help them overcome manpower shortage and execution of policy decisions.

"I understand that you have acute shortage of officers at middle level due to low intake of officers in civil services from 1992 to 2006.  The state governments may like to utilize the experience of the Central Secretariat Service (CSS) officers at appropriate level on deputation basis," Department of Personnel and Training (DoPT) Secretary Sanjay Kothari said in a letter to chief secretaries of Tripura, Nagaland, Mizoram, Meghalaya, Manipur, Assam, Arunachal Pradesh and Sikkim.

The CSS is one of the earliest organised services in the country and is an important constituent of the central government machinery. PTI

 

No initiative for anti-conversion law

NEW DELHI, Apr 29: Government has not taken any initiative for framing an anti-conversion law in the country, Rajya Sabha was told on Wednesday.

"The Central government has not initiated any discussion with the political parties, religious leaders on the matter of framing an anti-conversion legislation," Minister of State for Home Kiren Rijiju said replying a written question.

Rijiju said some states like Arunachal Pradesh, Gujarat, Himachal Pradesh, Madhya Pradesh and Odisha have enacted laws providing for the prohibition of the conversion from one religious faith to any other religious faith by the use of force or inducement or by fraudulent means etc. PTI

Banks to clear Govt cheques soon

ITANAGAR, Apr 29: The govt. cheques will start getting cleared after 1st May onwards. According to sources, those cheques whose validity expires on 30th April will be extended till 7th of May to avoid any trouble especially, the small time contractors. Earlier on 22nd April, Reserve Bank of India (RBI) had written to State Bank of India to stop all the payments issued by the government of Arunachal Pradesh with immediate effect due to overdraft.

“There is nothing to panic as every year during April month such problem arises. This year we are facing more trouble because guidelines for releasing fund under various centrally sponsored schemes(CSS) is being changed by union government and therefore it is delaying the whole process. But once CSS money starts coming, things will get better,” shared a senior government official. He further warned that till the month of August state will continue to witness financial woes due to change in funding pattern.

“A Niti Aayog sub-group on centrally sponsored schemes headed by Madhya Pradesh Chief Minister Shivraj Singh Chouhan is studying various schemes and will most probably submit report by June 2015. They have already dropped some of the CSS schemes. If report is submitted in June, the fund will start coming from August only. Till then North-Eastern states along with likes of West Bengal will continue to face trouble,” he continued. State government is also feeling bitter about how opposition parties particularly BJP is trying to use financial crisis as an issue even though they are very much aware that problem is happening due to delay in release of fund from centre.

“Everybody is aware that Arunachal always had issues while managing finance. This is not a new problem. But problem is getting more acute due to delay in release of fund from centre. And sadly our state is totally dependent on centre even for a single pie. One of the important BJP leader and union MoS Home Kiren Rijiju is maintaining stoic silence over this issue because he also knows the truth that fund problem is happening because of changes made in guidelines for CSS. It is unfair to blame state govt. alone,” added the senior govt. official. “Some says we have not submitted utilization certificates(UC), which is absolutely wrong. In fact Arunachal government always gives top priority for submission of UC. We know that for us central fund is the lifeline and therefore how can we afford to cut our own lifeline? There may be some delay but we always try to submit UC on time,” he went on to add.

 

 

APMCC convention say yes to reservation for women, opposes Land Bill

ITANAGAR, Apr 29: The state level women convention organized by Arunachal Mahila Congress Committee (APMCC) at IG Park here has resolved to fight for the Women Reservation Bill ensuring 33 percent reservation for women in Assembly and Parliament. APMCC will also request the State Govt. to enhance the women reservation in local bodies from 33 percent to 50 percent in the coming days.

It has also adopted resolution to oppose the Land Acquisition, Rehabilitation and Resettlement (Amendment) Bill-2015 (Ordinance) commonly known as Land Acquisition Ordinance of 2015 of the BJP government.

The meeting which was attended by rank and file of Mahila Congress from New Delhi and thousands of party workers and cadres from nook and corner of the state demanded the BJP Govt. at the Centre to accept the Land Acquisition Bill of 2013 which was unanimously accepted by all parties in the Parliament.

To ensure women security, the party appealed to the State Government to establish Women Police Stations in all districts and set up Nirbhaya Centres for women safety and justice.

The convention resolved to encourage inter-tribe marriages to strengthen the ties among various tribes for which the State Government should institute special incentives.

The convention also opposed the ban imposed by BJP on sale and consumption of beef and condemned the ‘deliberate attempt’ of the party to call the Northeastern people as immigrants in their printed manifesto for Delhi elections.

 

 

Security meeting at Namsai on UG activities and border security deployment

ITANAGAR, Apr 29: Arunachal Pradesh Eastern Zonal Security Coordination meeting was held in Namsai on April 29.

The meeting was attended by the Superintendent of Police of seven districts of Eastern Range of Arunachal Pradesh and also by the officers of Army, Assam Rifles, IRBN, SIB and CRPF deployed for CI operations in the region.

The participants of the meeting deliberated on various UG activities, adequate deployment of security forces along the Arunachal-Assam, Nagaland and Myanmar boundary and also discussed the prevailing general law and order scenario.

Apur Bitin, Deputy Inspector General of Police (Eastern Range) in his address stressed for building public confidence. He also urged for sensitization of police and other security force officers and personnel on protection of human rights in terms of National Human Rights Commission guidelines and Supreme Court directives. He also emphasised to ensure security of general public from all kinds of anti-social elements in their respective jurisdictions and areas of responsibility.

R.K. Sharma, Deputy Commissioner Namsai urged for close co-ordination between the civil police, IRBN, Central Para-military forces, Army and district administration to maintain peace and security in their respective areas. He also urged for control of drug menace prevalent in the region by way of strict vigil over entry and exit routes.

 

 

BJP launches relief drive for earthquake victims

ITANAGAR, Apr 29:  The State Bharatiya Janata Party (BJP) Mahila Morcha today launched relief drive to help the victims of devastating

Earthquakes in Nepal and in Bihar, Uttar Pradesh and West Bengal.

Party president Tai Tagak launched the relief drive at party head office here in presence of party leaders, workers and state and frontal wing office bearers. He hailed the initiative of the Mahila Morcha to alleviate the sufferings of the affected people. He called upon the people of the state, party leaders and workers to come forward and contribute to the relief fund generously.

He alerted the people that such natural disaster may occur anytime as the state and the region sit on seismic zone five with high probability of major earthquake.

The state president questioned the state government regarding its preparedness on disaster management and existence of functional seismic surveillance centre in the state for earthquake monitoring.

Party vice president Techi Necha, State Mahila Morcha president Padmeswari Jamoh also spoke on the occasion.

Jamoh called upon the District Mahila Morcha units to launch the drive in their respective districts and appealed to the party cadres and leaders to extend full cooperation and contributes for the cause.

 

 

National cooperative Excellence Award for Rupa LAMPS

ITANAGAR, Apr 29: Rupa Large Sized Multi-Purpose Cooperative Society Limited (LAMPS) has been honored with State Level National Cooperative Development Corporation Award for Cooperative Excellence – 2014 for their excellent performance along with 27 other cooperatives societies in the country.

LAMPS’ Managing Director SS Srivastava and Chairman RD Wangja received the award from Union Minister of State for Agriculture MK Kundariya at a function organized in New Delhi on April 29.

Secretary (Agriculture) Shiraj Hussain and Managing Director NCDC Vashudha Mishra were also present on the occasion.

The society has members in 14 villages. Apart from other activities, like PDS, hardware and agriculture inputs shops, they have established a fruit processing unit in Rupa. The unit, first of its kind in the state, aims to address the problem of loss of excessive quantities of tomato in the region and help the farmer community derive higher benefits from agriculture.

 

 

DC calls for disaster preparedness before onset of monsoon

KHONSA, Apr 29: The greatest threat the people of the Tirap district have been facing is landslides and floods during the monsoon, said Tirap Deputy Commissioner and urged the officers to remain prepared to tackle any eventuality.  He was addressing the coordination meeting of Tirap district disaster management authority here today. The members of DDMA and HoDs actively participated in it.

While recalling the devastating earthquake in Nepal recently, the Deputy Commissioner told the gathering that the entire Northeast was situated in the highly seismic zone for which the people would have to be prepared adding that earthquake, landslide, flood etc comes unannounced and that only preparedness was what the people could resort to.

The fire accidents and cases of electrocution due to short-circuit were very common in the district, the  DC further said and asked all the departments to procure fire extinguishers which would be handy during fire accidents. He emphasized on stocking of food and other essential commodities, availability of medicines and doctors, drinking water supply, temporary safe shelter, search and rescue team, evacuation and transportation, dissemination of warning and other important points before, during and after any disaster.

Regarding the earthquake, the DC appraised the house that more sub-divisional level training of disaster mitigation will be conducted by the DDMO. A review of the district disaster management plan was done by the DDMA.    

Earlier, District Disaster Management Officer P. Duggong threw light on the purpose and importance of the meeting and said that more emphasis would be laid on preparedness before the onset of monsoon. He sought the willing cooperation from all quarters. The heads of the  department also shared their views and expressed their full cooperation to the DC and the DDMA. DIPRO   

 

 

SMPB chairman visits Taxus baccata plantation

ITANAGAR, Apr 29: State Medicinal Plants Board (SMPB) chairman Tatar Kipa along with D. Yonggam, Scientist-B and local youths visited the Taxus baccata plantation at Mechukha recently.

M/s Pronaali agro-tech Pvt. Ltd, a Tezpur, Assam based private agency working along with Dabur Pharma Ltd. has been growing this endangered species Taxus baccata, a globally significant medicinal plant (GSMP), since 2009 in an area of 94 hectare (approx) with a total population of 7.50 lakhs plants.

The plant is used as a treatment for breast and ovarian cancer.

Kipa also visited the modern drying unit in the state and interacted with the unit in-charge. It was informed that 120 kg of leaves per hour can be dried and 1200-1500 kg of fresh leaves can be dried in 8-10 hr shift.

During his visit, Kipa assured to extend all possible help and agreed to assist and encourage such large scale plantation which will not only bring revenue to the state but also generate employment for the local youths.

He also assured the villagers to have a discussion with the state government to take new initiative in conserving this species by in-situ and ex-situ mode and to find out funding mechanism for large scale cultivation with marketing facilities.

 

 

ANYA calls for adequate measures to check crime

ITANAGAR, Apr 29: The All Nyishi Youth Association (ANYA) has appealed to the authorities concerned to take adequate measures to check day to day crime committed by the illegal immigrants in particular. The recent rape of a woman in Jairampur by migrant worker is worrying and culprit should be strongly punished, the ANYA stated in a release.

“Until group ILP issuing systems is not regulated with proper measures the state is going to witness the crimes of all types ranging from rapes, murder, thefts etc. in the days to come. The over-flooding of immigrants in the state should be checked. Contractors should strictly check ILP of their workers and check gates should also remain alert,” ANYA added.

Further they have also appealed authorities to book the culprits involved in the murder of a class one student Tatung Tana, at ESS sector school at the earliest to curtail such acts of crime in the twin capital cities. “Political parties and other elites should not encourage the rampant birth of unions and organization in the state based on communal disharmony and other selfish agendas as witnessed these days,” ANYA added.

 

 

Arun Kiwi wine to be launched

ITANAGAR, Apr 29: Arun Kiwi Wine - being made out of Kiwi fruits from Arunachal Pradesh, will be launched in a grand manner on May 6.  This decision was taken in a meeting of Arunachal Pradesh Horticultural Produce Marketing & Processing Board (APHPM & PB) members and officers of the directorate of horticulture  held on  April 24 last.  The meeting also decided to organize a national level workshop on fruits processing to mark the occasion. Resource persons from the Union Ministry of Agriculture and Food Processing and winery industries  are expected to take part in the  workshop.

Presiding over the meeting, APHPM & PB Kipa Niya exhorted the officers concerned to exploit other fruits for making such wine.  Production of wine with unsalable fruits in the market will definitely help the farmers to earn more, he opined.  He also suggested for setting up of winery in Arunachal with easily available raw materials which will help the government in earning more revenue.

Earlier, APHPM&PB MD Tage Tatung informed that on a pilot project 2500 kg of kiwi fruits from Arunachal Pradesh was sent to Rhythm Winery of Hill Crest Foods & Beverages Pvt. Ltd. Pune, Maharashtra  in January, 2014, out of which 2500 litres of kiwi wine were produced with excellent quality and branded as "Arun Kiwi,”.

He further informed that Arun Kiwi wine has huge demand in Maharashtra and it has already been launched in Mumbai on 12 September 2014.

 

 

DC urges bankers to facilitate smooth flow of credit to entrepreneurs

ZIRO, Apr 29: Lower Subansiri Deputy Commissioner Kanki Darang has urged the bankers to facilitate the smooth flow of credit with simplified procedures to the local entrepreneurs. Addressing a meeting on Micro Small & Medium Enterprises (MSMEs) at Abotani Hall, Hapoli today, the DC also  advised the upcoming entrepreneurs to be persistent in their approach to the bankers.

While citing womenfolk as front runners in the MSME sector, the DC  further urged upon the bankers to facilitate and encourage the women in particular.

In his keynote address, Regional Director S S Barik dealt in detail about the importance and role of MSME sector in the country in the wake of ‘Make in India’ campaign. He also spoke on the importance of SHG for easier access to bank finance and urged upon the entrepreneurs to take loans only from institutional sources. The bankers should be more sensitive to the needs of the entrepreneurs and extend necessary credit linkage so as to give boost to the MSME sector in the state, he felt.

In the interactive session held later, the issues relating to banking services were raised and clarified by the banking institutes.  Also the bank authorities handed over a few sanction letters to the borrowers.

Besides Gyati Mali, JDI, AGM(SIDBI), Chairman Arunachal Pradesh Rural Bank, managers of SBI, Canara Bank, Central Bank  and other banks, around 300 participants including entrepreneurs,  members of NGOs, SHG and  college students  attended the meeting. DIPRO

 

 

Youth development prog by AVP

DAPORIJO, Apr 29: Arunachal Vikash Parishad (AVP), Upper Subansiri unit has organized a week-long programme for all round development of youths at Govt. Secondary School, Sippi.

Lessons were held on different issues and subjects, like social problems, role of youth in the society, unity in diversity during the programme besides yoga session for spiritual development.

Retired APO Tasa Muri, who attended the programme, spoke on value of time and time management, importance of education and Swachh Bharat Abhiyan.

M.K Sikom, who attended the valedictory function, encouraged the youths to come forward and work for the betterment of the society.

Altogether 92 youths, including 56 girls attended the programme.

Give more power to investigation agencies

Congress led UPA government was voted out due to the corruption issues. Scam after scam rocked previous UPA government. Situation was so bad that people of India completely lost trust in governance. Narendra Modi led BJP came to power at centre with the promise of cleaning the corrupt system. PM Modi had promised to bring in strong law to root out the corruption.  Union cabinet today took an important decision in this regard. Cabinet gave its nod to amendments to the Prevention of Corruption Act to fill in perceived gaps in the domestic anti-corruption law.

The proposed amendments are mainly aimed at laying down more stringent measures to tackle corruption. The bill provides for more stringent punishment for the offences of bribery, both for the bribe giver and the bribe taker. Modi is finally showing some signs of battling corruption with honesty. This decision to bring in amendments in the PCA act will give momentum in the fight against corrupt system. But PM Modi also needs to strengthen the investigation agencies. Central Vigilance Commission and Central Bureau of Investigation should be given more power.  Infact these two organizations should be made independent like that of election commission. They have been given autonomy just for namesake and are virtually controlled by the ruling govt. Unless investigation agencies are strengthened, the fight against corruption will remain unsuccessful.

Dear Editor,

Through your esteemed daily, it is to inform all concerned that the undersigned have published a book titled “Identity- an insight into the Galo tribal world” which was released on 10th January 2015 at Itanagar. The book was published with a sense of individual social responsibility and with the best of intentions. Still, there is every possibility that the book may have some inadvertent mistakes and shortcomings which may hurt the sentiments of any individual, clans or society. This has also been categorically emphasized in the last part of the concluding paragraph of the preface in the book vide page no 4.

So, for necessary additions and deletions in the next edition, it is appealed to all the clans and sub-clans concerned to submit documents related to the genealogical origin, endo- and exo-clan brothers of the clans and sub-clans, place of habitation, distance from the Circle Hq, Main Road and District Hq, history of migration of all the clans and sub-clans concerned, if available as well as the local pronunciations of the words given in the Part-III of the Book. Also, copies of high definition/quality photographs of architectural, historical, geological and geographical interest (with captions) which should be of social, cultural, academic and tourist relevance may be enclosed.

The above stated articles may be submitted to the author to enable the author for necessary corrections of the inadvertent mistakes and to publish the second edition of the book.

Negligence in the Railway station

Dear Editor,

As a citizen having quiet some travelling experience with the Indian Railways, I would like to share an incident which left me breathless for a few moments.

On 20th April,2015 me and my family drove to the Naharlagun railway station  to see off our uncle.  The Naharlagun – Guwahati intercity train was on time. Precisely at 9:30pm an announcement was made regarding the departure of the train in few minutes, passengers were requested to board inside, at 9:35 pm it gave off its run off horn signalling its start up. Our uncle stepped inside his coach and we waved him good-bye, in due course the train gained on speed. I saw a man jump out of a coach and few seconds later a lady followed him but as the train had already gained speed she was imbalanced and fell on the platform, everybody stopped where they were in shock, terrified of being witnessed of a poignant accident. It was the lady’s lucky day indeed; a man grabbed her hand pulled her away from the track saving her life. People let out their tight breaths in relief.

Back at home, I realized it was just mere negligence of the safety measures by the lady , she should have stepped out the train when the announcement was made or she couldn’t make it , then there was no need of panic since she could have gotten off at the next  station .  Moreover she was dressed in her local attire which made it dangerously difficult for her to move.

I would like to draw the kind attention of the concern authorities to help since it is new experience for the people here , by putting up picturesque posters about the DO’S and DON’T of railway safety and most importantly a clear announcement must be carried out 5 minutes prior to the departure along with ringing of the bell by the station master and waving of the green flag and a loud horn given off before moving on, a lot of such dreadful accidents could be avoided by making people aware about the deadly consequence .

I just want to highlight the people the fact that it seems fun and exciting seeing movie stars doing it on big screen but it is not so, we are given a beautiful life to live until fated,  don’t throw it away , because of your carelessness.

Buildings, not earthquake kills

Dear Editor,

Shaking of the ground in itself hardly kill lives. But the human erected bricks and concrete structures itself turns into killer weapons. Endeavour of mankind would be flawed, as we experience most often, to put up more industries to design so-called earthquake proof structure out of bricks & concrete and further propagate these unsafe construction techniques. That is because, human Science & Technology can never achieve that perfection even in eternity to design one. Imperfect knowledge, false claims for profit motives is self fooling & self-destructive. Skyscrapers and the likes are a big wealth and source of pride but in some misfortune they are an express gateway to sky or heaven also. The safer approach would be to go back to more natural way. Cut down on use of bricks & concretes and reintroduce use of safer options like wood, bamboo, etc and plan human settlement that way. And optimised industrialisation will have benefits of minimising other harmful effects of unbridled Industrialisation as well.

During 1952 Assam Earthquake which was very high on Richter scale and had numerous aftershocks, causality of human lives in Arunachal Pradesh was very minimal because the people that time had been using traditional housing technology which is proven to be a highly effective earthquake design. We heard stories from our grandparents who practically endured the quake successfully.

God forbid it should never happen but in case of any such eventuality today, building collapse and human causality will be unimaginably high. The earthquake today is also a human accentuated event in planet Earth. Earthquake being a part of greater natural processes can hardly be predicted to the level of perfection but we have safer approaches to minimise the losses in case of any eventuality.

The missing computer institute

Dear Editor,

I had joined one computer institute on 27/05/2014 named Agni Institute of Information and Technology (AIIT) ,  located aside G-EXTENSION road, Naharlagun.

There were 3 faculties, one receptionist female and two male tutors. I had almost completed my course for 6 months of basic computer applications, when I had to go Guwahati for my Admission in University. I told the computer institute that I will not be able to attend my classes in future although if I am needed to appear any exams for my certification I will be there as I had almost completed my course.

The receptionist told me that my certificate would be given in one month and that I should pay the fees as well as courier charges.

I paid all the fees but not the courier charges, as I was planning to pay it when I receive the certificate.

One month later when we came back, there was no one.

The shutter was closed and since then it is closed.  Hopping that one day the institute will open and I’ll get my certificate, my people frequently visits the building.

Am I the only victim of this institute or are there many more?  

I am tired of searching for them and amazed how our own people can be indulged in fraud. Two of the employees were tribal. I even tried to look up on their website www.agniinfomedia.com (mentioned in cash memo) but there is no such domain.

If anyone knows them please do help me.
